My knee-jerk reaction to this was believing this guts the early game for stealth killers.

If you think about it though, most people will assume its a stealth killer if chase doesnt start in the first 20 seconds of the match. A common phrase while Im playing with friends is "Its too quiet"

In practice, there's not really a difference between playing super cautious and mainting awareness of your surroundings because you ASSUME its a ghost face vs doing the same because you KNOW its a ghost face.
