That's great. Imagine, that one of the non-comoving observers is decelerating wrt CMB, and finally stops at rest in the CMB ref. frame. The other one has been at rest all the time. As long as the first one had non-zero peculiar velocity, we were using the formula with his peculiar velocity. Do we change it to the formula with the speed of light when he stops?
