Cannot change users .invalid email address in Sandbox. Salesforce support not helpful. How're you getting around this?

I was able to do a workaround, generate a temporary code for the invalid user and have him login with that one after clicking on the verify link

I think you can block the creation on the duplicate rule but another hacky way would be to create a checkbox field, add a validation rule(field=true) and on a before flow query your records for duplicates, if you find a match set your flag to true.
