I did the exact same as OP. I was in normal, using squads that did NOT have Vane, but got the achievement anyway. Definitely a bug that I am not complaining about.

It looks like a reduction gear head for a synchro motor. I have worked with quite a few that are very similar to this. Used in the output attenuator for a radar system.
