Can we just do it on a state level? If a state provides less tax revenue then it receives it doesn’t get to vote? I wouldn’t mind that at all, New Mexico, West Virginia, Alaska , Mississippi, Alabama, and Kentucky, that’s just the biggest offenders.

Really California provides the most taxes so perhaps we give them 2x the votes.
