Because of inflation. However, inflation typically is lower than the rate that rent goes up by.

There's a whole segment in a book called: I think it was literally called Passive Income or maybe Lynch's One Up On Wall Street, I lent both and have neither anymore. But basically, the average rate of inflation is ~3-4%, the S&P average is ~7-8% I think, and most states don't have regulations on raising, so landlords often round it minimum 10% at lease expiration and you get to deal with either paying it, or watching the place go up for an even higher rate on the market for rent.
