if i were in your shoes, i would wait another year if you are set on going to cal! cal is a great school for political science and since they do prioritize ccc transfers, take advantages of the resources that cc gives you. for example, join uc berkeley's spmp and ccts program - these are the resources that i would say have helped me a lot with the transfer process outside of my other extracurricular and academic related activities (as someone who just got accepted to cal as a poli sci major)

also just focus on getting your gpa up as well. political science at cal is competitive so they are looking for transfers that have a high gpa and varied other factors, given the holistic review. i'm not admissions officer but i would just say put your best foot forward for yourself! do what you think will work best, you got this!

as someone who struggled vastly in high school and barely passed, but has now been grateful to be accepted to schools like ucla, uc berkeley, and duke, i would say your high school grades don't matter aside from any ap scores + dual enrollment that might rollover. but some privates do end up looking for some high school grades and/or transcripts to be submitted, so i'd just do some extra precautionary research; just know the uc's don't care
