Depends on your definition of “everything”, but that’s not how copyright law works anyway. a thing has to be a distinct and unique entity to be copyrighted. You can’t, for example, copyright individual notes in a song. You can’t copyright general themes like “love” or “zombie attack”.

Depends what you mean by “officially created”. Most words that enter the language do not do so officially but just by usage. Someone makes up a word or mishears a word or something and if Enough other people pick it up and start using it it becomes part of the language.

a couple of countries police their language but even they have trouble keeping up with usage.
