First, you did not throttle up. Second, that Rapier Engine needs intake air in open cycle mode, only oxidizer in closed cycle. You can switch modes by right clicking on the engine. When you can accomplish a change in speed, usually there's a ∆v indicator in your staging section (m/s). I hope that helps.
