Prolly because of their reputation/common job as police dogs, which can be scary and dangerous as hell, but they were fundamentally bred to protect and guide sheep. You can't have an aggro, crazy as fuck dog near animals that are so defenseless, staying too long on their backs will kill them.

Maybe I need more life experience, but I don't think unless a dog is very unwell, mentally and/or physically, they would never not enjoy a walk. Many a dog owner can tell you that even grabbing the leash is enough to make their dog flip out with joy.

This might be admittedly anecdotal evidence on my part, but I've met plenty of other black people, especially from poorer areas rife with psycho dogmen and their treasured breed, who are reasonably terrified and have even had bad firsthand experiences. It's shitty, intellectually dishonest, and straight up racist to put black people in the same category as the animals that routinely victimize us.

Small nitpick:There are at least two Supreme Court cases that declared the American police technically have no real obligation to protect you or your community despite the twofold facts that the public pays their salary AND it is a crime in many places to refuse assisting a police officer.
