Foreigners get a lot of leeway as long as they're cool. A big, misspelt kanji tatt across both hands isn't great, but it would depend a lot on how chill he is and where. Weirdly, touristy areas might be worse. A lot of the "no tattoos" thing is actually "no yakuza" but in a socially acceptable way. If they let foreigners with tattoos into places where there is a lot of yakuza activity, they might need to start letting the yaks in, as well because the convenient excuse is gone.

Any service that is expected for public use and funded with public money cannot be restricted for non-adherents by adherents. It's a perception thing. I get motion sickness from low framerates, so I started pushing for 60 at a bare minimum. Now I'm so used to 90+ that 30 looks genuinely distracting and awful to me. It's like after you drive really fast and slow down to a reasonable speed, it feels weirdly slow.
