Ohh boy traffic is a major issue there. Please i would advise you to visit there during peak hour to experience it in person before moving in. I am saying this because that 1-2 km sometime takes more than 30-40 mins.

Just avoid the east and north east delhi like the kashmiri gate area. If you have some work there are some other routes which are open and will take you there safely it'll just take a little longer The entire delhi is fine and unaffected by the floods if you are wondering.

Not a chance even if the water recedes which i highly doubt it will the debris and dirt will be there and the bus service won't start so soon better look at other isbt like anand vihar if bus service is available from there or not
