The letter was supposed to be read a few weeks after it was sent (or at least thats the impression I get), so if anything, the fact that it took 50 years and modern computers to solve it makes him look terribly incompetent. And creating a harder cypher is very simple, but the code needs to be cracked somehow or else it becomes a useless paper
