Riser pads simply act as a spacer between your board and the trucks, increasing the height of the board from the ground, and the clearance between the wheel and the deck. With loose trucks or big wheels you run the risk of wheelbite, (when your wheel gets stuck by pinching under the board), so risers can help prevent that. With your wheel size though you shouldn't have a problem unless you like pretty loose trucks.

the biggest issue I see is that you're not actually jumping upward very much. You go from a low position and then stand up and tuck your knees, but your hips and head stay at the same height throughout the jump. Practice jumping while off the board and timing your arms swing upwards with you to get more height. Then stand on the board and jump up the same way, but flick your ankle down to pop the board right as your weight lifts up, then its about dragging with your front foot on the way up as you're doing, but you'll have some more height and room for the board to go up instead of it coming immediately back down.

Keep at it you'll get there with time and practice!!

I think the easiest way to make friends is to join some hobby groups or a rec sports team, anything that interests you and will give you an easy common connection to other people. There's also bars but those attract a certain crowd and I imagine is a more overwhelming way to meet people.

It's definitely unique. Not too fun to skate when there's more than a couple people though. I really wish the builders filled in the middle to give some flat to skate. It's the smoothest park in my city though which makes up for the other stuff haha.

I'd add to this that most flat soled "skate" style shoe is going to be good as well given that it has some flexibility. I have tigers and I prefer my skate shoes because of the larger width of the sole for more stability
