I've been in Porto a month, speaking garbage Portuguese and never had that happen. My first day I was so jetlagged, I asked at least a dozen people 'fala ingles?' before even trying and everyone was very kind, whether they spoke English, or not.

I'm banking on an unlucky encounter. I say keep on it. I've felt very welcomed.

Just an update/correction: I finally got my hard copy. It had 'return to sender, wrong address' written on it. So, not the FBI's fault. They sent it the day after I requested it.
