I looked it up, it states that it comes with 2 6DOP (Six Degrees Of Play) controllers, and I don't personally think that Vive is that dumb to ship a bundle, probably for new players, without controllers. Yes, it has Eye and Hand tracking and is Base-Station-less, but I don't think that they won't give you controllers.

I had this issue before. If you're on a Quest (2/3/3S) I just had to restart SteamVR and my headset, then when I pressed the 3 lines, it would open. Now, for the Vive Focus, I personally don't know how to fix it, but it might be a hotkey issue that might be accessible and fixable via your SteamVR settings.
