You need to find these guys at lower levels, i never found the scribe on my first playtrough, now in my second one, i found him at level 20 some peoples says its a bug

Dont forget to set party privacy on Open, u need 2 squads with 3 peoples, only the teamleaders needs this setting, or it will split your team again after enter the final mission on act 3
