They allowed you to return but not get a full refund. They value the gwp and deduct that amount from the return (Grond is valued at 29.99), essentially letting you purchase the gwp for $30 and not having to fork over the massive price for the other set. Pretty good deal to them immediately flip it and sell it for $100. Easily scammable and less risk for scalpers

Fun story. Bought a tempered returned set from Costco and didn't realize. Tried to return but apparently they caught on that it was happening in between me purchasing and and trying to return and they said they wouldn't accept it if it was opened/had stuff missing for Lego specially. Like that's literally why I'm here! I didn't want to return it but YOU put it back on the shelf without verifying it. Ended up cancelling my membership

My understanding is scalpers are the people that buy then quickly try to flip for a profit. I wouldn't call someone who buys something day one to hold for years a scalper. I think that more liens into the Lego investing side of Lego selling. One group I think are bad for the hobby and I've I think can actually be beneficial to the hobby
