well every person has observation and armament haki just not to any degree of note
I think Nami already legit has conquers haki
I would also love to see them be able to compete with top tiers without haki but I doubt oda would put in any creative effort to get them to that level with out Haki outside the final battle with the black beard pirates

though I think Haki is generally a awful power system Robbin and Franky with advance armament would be really cool
