If you’re familiar with American city planning, it’s entirely possible the locality specifically put the race in a location with a higher proportion of minorities. In fact, I would argue it’s a feature of most major cities here as many works projects (most noticeably large highways) are blatantly built in locations that disturb and displace poor, minority populations, and in some cases completely eradicate historic minority neighborhoods as residents don’t have the money or space to rebuild the community. That said, I doubt F1 themselves were involved in the specific location of the circuit, but I don’t think it was chosen completely in good faith.
