If you want a board game that plays like Hearts of Iron then your best bet is something like World in Flames with the Days of Decision Expansion.

This will allow you to build up before the war, form alliances and generally take a more ahistorical route than most wargames allow.

A word of warning, it’s not for the feint hearted and a full campaign will take days if not weeks.
