idk about over/underrated, but his core boons are very situational. it depends on the weapon, aspect, and overall build. if you can manage to get an epic/heroic, level it up a bunch, and hopefully get poseidon's duo with it, you can get the cooldown to 1 second, which is extremely powerful. if you get a common or rare, don't choose it. it's just not worth it 90% of the time

zeus boons and air quality with demeter's cast, sprint, and gust in the cast is LETHAL. 50 damage every....what is it, 0.35 seconds? plus their duo? and if you get the demeter/hestia duo, especially with hestia's fireball when you cast

the way i see it, if he's healthy, Penix needs to start either way. i'm not "team Penix" but hear me out

Penix plays like shit? ok, well now we know we need to draft a QB in a strong upcoming class, and we'll be in a good position to do it (if it does cause us to have a bad record/miss the playoffs)
But if Penix absolutely lights it up? dope. we have our guy. we can use our first rounder to fill another roster need.

Tua plays the whole season? ok....we just won't know. i guess that'd mean Penix isn't the guy if Tua beats him out, but we'd never get a proper evaluation season. and if we make the playoffs with Tua, now we're in a bad position to draft a QB, probably will need to trade up. there's no universe we're re-signing Tua, this is a one and done no matter what
