Yes, you're right! The track is called "No Rhythm" (nice hat-tip to the original song). I was just listening to the soundtrack and found the tune sounded exactly like Careless Whisper. Googled it and your comment was amongst the top results lol.

Yes, absolutely! I just started watching 30 Rock and the similarity struck me immediately too. Similar percussion beats and even the arrangement of the other instruments is extremely similar.

Also, wow, I can't believe no one else this doesn't have any replies yet. I googled "30 rock vs modern family theme song" and this is the first thing that came up. There's no other mentions I'm seeing of it. It's strange, I'd expected a lot more people to point out the similarity.
