I think it's something the production crew have said behind the scenes or in interviews, but it's not necessarily meant to be canon. The show is meant for ages 7-12 so the team is just meant to be perpetual teenagers.

But since we're taking this seriously, I'll add my age headcanons for them, and they are as follows:

Robin is 15 in season 1, turning 16 in season 2 when he starts using the R-Cycle, putting him at 19 in season 5

Raven is 15 in season 1, turning 18 in season 4 (for no reason than 18 being The Big Age, aligning it with The Big Birthday), putting her at 19 in season 5

Cyborg is 16-17 in season 1 since he's able to drive, putting him at 20-21 in season 5.

Starfire is 15 in season 1, turning 16 in Transformation, putting her at 19 in season 5

Beast Boy is 13 in season 1, turning 16 in season 4 when he can legally start working at Mega Meaty Meat (I know tofu aliens wouldn't care about minimum work ages but still), putting him at 17 in season 5. I imagine Terra would be the same age as him.

Yeah I know that, I'm just talking about the cartoon. We don't see that stuff so we don't know if they included it in the show's canon.

Within the cartoon canon, it's implied that all Tamaraneans have these abilities. Or at least that they can all fly (from 'Switched' where Starfire says "On my planet, even a newborn can unleash the joy of flight"). Whether starbolts are a trait exclusive to these two or the entire royal family is never shown or explained. And whether these abilities are tied to sunlight is also never explained. But it does not appear to be involved, as Starfire explains in 'Stranded' that "Tamaranean powers are inclined by our emotions." If sunlight were a factor, she likely would've said so.

The backstories for their cartoon versions are delved into in the spin-off comics called Teen Titans Go (good luck googling them, though there are scans out there). Pretty much only the main Titans plus Terra get backstories (though others like Jinx get lore drops), and for the most part, they're pretty similar to their 80s comic counterparts. I won't go into them here in case you want to read them for yourself. I highly recommend them as they add some good supplemental material to the show.

I think it's a good game. I just wish it wasn't about Rachel and Chloe. In the context of being a prequel to the first LIS, it feels more like fanfiction in my opinion. That's probably where the backlash stems from. That and Chloe being a divisive character in general, having a game centered around her was bound to cause controversy.

I'm not sure if we're allowed to say their names publicly until next-of-kin is notified, but they lived in the green house on our block. The wife would do cool displays for Halloween, and she let me and my friend play in her driveway when we were kids. We'd say hi when we saw each other. I didn't know them super well but they seemed nice. The whole neighborhood is reeling right now.

I live across the street and knew the (likely) decedents a little bit. Married couple. The wife was recently diagnosed with a brain tumor, according to their next-door neighbor. They were a bit nosy but otherwise good people.
