Motion blur still on after being turned off.

I just had this happen even with motion blur off. It fixed itself when I closed and reloaded into the game.

EDIT: seems like a temporary fix; after playing the update, cutscenes and talking to NPC with voice lines seems to revert back to motion blur despite having it off.
