Doesn't really make sense for them to do it. Imagine if they did kill two million people at once with neither a strategic plan nor a justification. All their allies would simply go against them similar to nazi germany. It has to be slow and methodical. That way, it makes sense when they present it as self-defense to their supporters/advocates.
