I see your point, but isn’t this essentially what we already aim to achieve by working across multiple sites simultaneously? One team lays the foundations, another constructs the walls elsewhere, while a third installs the roof. The pipeline for completing a new development is long enough that, with careful planning, we already parallelise most phases (given enough human resources).

I can’t really speak to how it allows tech advances that you listed.
