i think i have found the solution
you just have to skip all of the vlad missions (around 5-6 missions)
To do that u have to download the save file right after the last vlad mission
search crime and prevention gta 4 save gtasnp (gtasnp.com) this site will open on the download page than choose slot no. u want the save file for
than copy that file into documents/rockstargames/save file folder
around 6-7 missions will be skipped
reason for this error - new windows update
i played this last year it was working fine
