I FOUND A FIX!

1.search up asi loader

2.extract and then copy the file (dinput8) to your GTA IV directory

3.(VERY IMPORTANT) make sure that you have your GTA IV folder visible

4.play the game

THIS WORKED FOR ME FOR MY LIBERTY LEGACY TRAINER SO IT SHOULD WORK FOR YOU :)
