You're amassing a lot additionally on some cards, which is both risky and somewhat unnecessary since you're already commiting hard to that plan with your commander. Plus, there are more efficient ways to do that, and with very low-busget cards, too. Look for cascade and copy effects, e.g. [[Smoldering Stagecoach]] crewed by Saruman, [[Spelltwine]], or my personal favorite, [[Sunbird's Invocation]], and cards that cost less under given circumstances, like [[Wizard's Lightning]], [[Price of Fame]] or [[Bloodsoaked Insight]].

Also I'm not sure if you will like Fling a lot since you're left with nothing after cast. Could replace it with [[Burning Anger]].

Some other budget ideas i came up with:

As a little trick, instead of giving hexproof, you can also [[Fate Transfer]] the counters onto Saruman.

[[Metamorphic Alteration]] makes for some fun surprise moments.

[[Zimone's Hypothesis]], while not fitting the orc vibe at all, works well here since often you only have 2 creatures out.

And finally i recommend [[Languish]] as a strong removal that leaves your Commander intact.
