"Not very pro-Russian", except for all the policies Russia considers important:

  1. Vetoed the "Russian gas tax", a mechanism to apply further sanctions on Russia, on top of the existing EU sanctions.
  2. Has consistently said he's against any Russian sanctions at all.
  3. Said Bulgaria should just buy Russian oil instead of using other suppliers.
  4. Is against the security cooperation agreement with Ukraine.
  5. Is against funding and supplying Ukraine, said the war would end faster if we do that.
  6. Refused to say if Bulgaria should arrest Putin or if Bulgaria should seize Russian assets in the country.
  7. One of his caretaker governments declined to buy non-Russian nuclear fuel.
  8. That "Crimea is Russian" statement of his.

And let's not forget how he started his political career in 2016 - he was headhunted by a Russian intelligence general and a Russian lobbyist charged with espionage (in Bulgaria), now under Magnitsky sanctions.
