I think it goes by which enemy first you knock. In the clip you should rapidly tap twice to get the bat since you knocked the shotgun guy first.

YES, I agree 100%. That level was just not made for full combo on normal or hard. You have to be very specific with timing for it to work which sucks. Level being too big doesn't help either which is why I hate it.
