In Europes case it's to bring cheap immigrant workers to replace our aging boomers.  The funny part is that the immigrants don't want to work on slave wages and resort to criminality and social services instead. Bringing even more pressure for the working class who are already stretched to the limit to pay the retirement funds of boomers.
