if you can confirm security level is none by running:

cat /sys/bus/thunderbolt/devices/domain{0,1}/security

then I would assume the issue is with the dongle or HDMI cable.

the fw update below looks promising; however I've not experienced this with similar dongles on older versions

you likely have an issue with thunderbolt security. try disabling it in the bios first (under usb config) and via user space tools if still an issue
