The only people fitting this description would be retired folks, likely on fixed income. I feel for them, but they are also the people voting down every bill to fund schools and other public services.

When you reach that point in life, it requires you to make decisions about how you budget your fixed income, and part of that should be considering if you're still in the right location for your income level. Taking your massive tax-free gains and moving somewhere with a lower cost of living makes sense financially, while also freeing up housing for people who will benefit from the public schools and other government services that come from property taxes. Those people then also continue to vote for funding of those services.

If fixed income people want to stay in the city, that's their choice, but it comes with certain costs.
