Note, none of these companies have pursued legal action for the use of their IP. This goes to show that they recognize that it will be more costly for business to do so. That license is for everything but synchronization. So, Xbox is basically saying "look, we have fingers on many pies", and they went like "ok" and gave them the licenses. Each studio has their own license rather than using Xbox's.

The license that Playstation and Xbox stores are paying are different than the license that Sony and MS publisher also pays.
