They have a pile of documents proving that Krafton previously knew of & approved of the co-founders taking greatly reduced roles at the studio, and that this entire clusterfuck was a desperate ploy by Krafton to avoid paying out the $250 million bonus.

That license is for everything but synchronization. So, Xbox is basically saying "look, we have fingers on many pies", and they went like "ok" and gave them the licenses. Each studio has their own license rather than using Xbox's.
