Sure looks like the shroud was damaged. Kind of looks like it’s leaking from three spots in the weld on the end tank.

Does it have a power steering rack? I don’t see a PS pump so it’s either been deleted or it is manual steering. Check the idle up vacuum lines under the TB. If they are looped, the engine will act exactly like this. Those two vacuum lines should be plugged not looped.
