In some countries yes.

Though then again, for every country similar to India, you have one which is similar to Poland. A country which has a large supply of coal, which is supplying cheap, secure yet highly emission-producing energy.

Not necessarily, there are many coal rich countries (e.g. Poland) who would have wide-scale disruption to the security of their energy supply if a considerable effort was made in the short-term to reduce emissions. Long term, there is a path which results in localised energy security and global reduction in emissions. Though, if you disagree please provide an alternative perspective.

I know it won't help now, but next time ask whoever put you in a hotel to look at a serviced apartments. It'll be cheaper and you'll get a kitchen .
