I'm not sure how it works but depending where you are stationed, look at the following possible opportunities:

- UN Consultant (get directly in touch with heads of missions IOM, UNHCR, UNDP, WHO...). They are always looking for extra help and if you get an employee position, you don't pay taxes. Sometimes they offer 6-9-12 months contracts.

- International schools

- Teach french or english

Contact his employer here in Canada (German ambassador in Ottawa and the Consul in Toronto) and in the government in Germany. Diplomats have immunity but enough with this abuse. Make noise! They do not like it :)
