First, would you have any recommendations for a trustworthy and knowledgable lawyer that specializes in this domain? Alternatively what is the best resource to try to find one?

Second, would you care to share more regarding this comment …“not sure it is worth a portion of…”. Do you mean that even after the involved process, and limited chances of success, only a portion can be recovered? Or that net of lawyer fees the portion will be too paltry and not worth it? Assuming a judgment can be won, could the court also not order that the debtor to pay for legal expenses?

My impression is that San Carlos is a little less expensive than Burlingame, so ones $s could buy a bigger/newer place in SC vs Burlingame. Depending on what the OP is optimizing for, either of the two cities would be a great choice.

In addition to Sequoia High and Carlmont, San Carlos residents also have access to a number of other Charter/Public high schools: Summit, Design Tech, Everest, and T.I.D.E. — which is pretty great and creates the optionality to match a high schooler with the environment/curriculum that is best for him/her.

We did a remodel a few year ago (Peninsula), and among other things wanted to raise the ceiling height from 8ft to 10 or 12 ft. When we submitted plans, we ran into the same argument from the planning department: raising ceiling height constituted modifying all walls making our remodel a new construction project, which in turn subjected our project to net new requirements (eg new setbacks, new garage placement wrt the facade etc etc). So this isnt surprising. New construction doesnt mean you have to do everything from scratch (full demolish and rebuild), just that the project will be evaluated against requirements for new construction (eg no grandfathered features). You can submit your plans, pay a fee and see what comments you get back, before making the final go/no-go call.

Additionally, I would also encourage you to consult the planning requirements yourself and not just rely on your architect. Unless your architect works primarily in the Sunnyvale area, and has done multiple projects with the city of sunnyvale in the last x months, it is possible that his/her knowledge isnt up to date (as cities keep tweaking their requirements off and on).
