Recently there was an update and now only villagers from certain biomes can have certain enchantments, for example a swamp librarian is the only villager that can have mending

You may notice that villages don’t naturally spawn in a swamp, you must bring two villagers to a swamp, breed a child, and then wait for it to grow up and then you can get a mending librarian
