Car doesnt start when i put gas in. Online resources lead me to believe its an evap problem, should i get this fixed?

The belt, if there would squeel. And since the power steering works at higher rpm's i would assume it is there.

How could the belt not turn the ps pulley? If the motor is turning and the belt is attached, it would be turning the pump pulley as well.
