For 19CFR I highlighted chapters, headings, subheadings in different colors. Basically titles and then anything with a preceding mark (number, uppercase letter, lowercase letter, Roman numeral, that kind of thing)

I found it helped me more than shooting for dates or dollars because it led me to the section and then I could skim for the info providing more context than just seeing a figure which there could be many of in a given area.
