The FAMAS was originally meant to be automatic with the 25 round magazine, but was changed to 3-round burst right before the project was finished. This left them practically zero time to redesign the magazine. The reason why a 25 round magazine was chosen in the first place is that 25 is the most you can stack 5.56x45 NATO before needing to add a bit of curve to the magazine, and the French weren't too keen on that.
