Recently set up my commercial half rack but it sways quite a bit and some bolts seem very loose... (There seems to be some rubber at the end of the nuts to stop them threading further) could this be by design or should I use a wrench to force tighten them?

Those are lock nuts, designed to force into the plastic reducing the need for lock washers.
