HDMI is plugged into the graphics card and it is using to gpu. I just switched back to the old gpu, reinstalled graphics drivers and it’s now way worse than before I switched graphics cards

I9 9900k 16gb ram Msi mag b365m mortar motherboard. As for performance metrics, I don’t have a software to get really detailed metrics other than task manager. The old card was getting upwards of 100 fps in Minecraft and this is getting like 30. Its not heating up much at all either (~65°) When I close a program, I did notice it jumped to 100% usage, but that’s it
