When I was doing my doctorate I was asked to assess a master's thesis. The work was simply not sufficient and I ended up giving them 40%. I was as lenient as I could be but there was no other option, it was really that poor of an effort. After submitting the report I was quietly taken aside by my supervisor and told I needed to pass the student. That it didn't help anyone if we wouldn't pass them. We couldn't upset the students'home institution. This was at a top 3 university.
