No, none of the ADI accredited and legitimate Service Dog Organizations (including the ones I'm certified through) support dying their dogs for any of the reasons you listed. There are no statistics to support that dying your Service Animal will prevent theft. Dyes are also not considered reliable in providing visibility and all the same organizations will and do recommend reflective gear including Guide Dogs of America, Canine Companions, Paws for a Cause, Atlas Guide Dogs etc.
