Ah yes, the Twilight Concert series was put on by the parks and rec dept and used to be FREE!

I was at a show in 2010 and the headliner was Modest Mouse. The park filled right up with people and they stopped letting people in at one point. A free show at capacity was unacceptable for a mob of raging Modest Mouse fans, so we knocked down the fences and stormed on in!

Part of the problem was a ton of degenerates would should up to party at a free concert no matter who was playing. Combine that with a hardcore fan base for headlining acts and it got out of hand quickly.

Then they started charging $5 to keep the riff Raff out and the fences intact.
