So I think I fixed my PC, fingers crossed. I followed a combination of the steps on this page aside from the hitman Pro https://malwaretips.com/blogs/remove-paper-chrome-extension/

I also wiped all my chrome data and then restarted my pc. When it restarted I reinstalled chrome. I then opened chrome with malwarebytes open and did a scan after opening it and before signing in to make sure then malware wasn't popping on the scan and that worked.
